PRESIDENT CLINTON THANKS WILLIAM LOIRY

This year we celebrated a big milestone: 10 years of life-changing work. As I reflect on the remarkable successes of the past decade, I'd first like to express my deepest thanks on behalf of the millions of people around the world whose lives have been touched by your support.

When I left office 10 years ago, I couldn't have imagined all that we'd accomplish together. Thanks to you:
  • Cities around the world are reducing their greenhouse gas emissions by more than 2 million tons through projects that also boost local economies.
  • 13,000 U.S. schools are offering more nutritious foods and physical activity in an effort to fight childhood obesity.
  • 25,000 Peruvians have received cataract surgeries that help them return to work and earn a living -- benefiting both their families and their communities.
  • Entrepreneurs in New York City have received $15 million worth of pro bono consulting services, helping them grow their businesses and create jobs in their communities.
  • Smallholder farmers in Rwanda and Malawi have planted 4.5 million trees that have also increased their crop yields, allowing them to support their families and reverse deforestation at the same time.
These are just a few of the tangible steps that have made a measurable, meaningful difference in millions of lives across the globe.

And I am certain that, with your support in the years to come, we can build a world where every child has the same opportunity to succeed, where every individual has the chance to live out his or her dreams, and where our common humanity matters more than our differences.

WILLIAM LOIRY ON THE END OF THE IRAQ WAR

FLORIDA – December 18, 2011. Today, the final U.S. military troops left Iraq. History will determine exactly why the Iraq War was started, but the statistics are indisputable:
  • 4,487 U.S service members were killed
  • More than 30,000 U.S. service members were wounded
  • More than 150,000 Iraqis were killed
  • More than $800 billion was spent on the war by the U.S.
As always in times of great strife and turmoil, my team and I were there. Equity International, through its Center for Reconstruction & Development (www.rec-dev.com), brought thousands of government, military, diplomatic, business, nonprofit, and humanitarian leaders together to identify and plan for immediate humanitarian relief and long-term economic reconstruction. Our first Iraq reconstruction conference was held on May 5, 2003, just five days after President Bush declared an end to the initial military campaign.
Based on our experience, here are my recommendations for moving forward with future reconstruction plans:
  • Future reconstruction forums and plans must include the involvement of those we are trying to help. To my dismay, past U.S. and international forums focusing on the reconstruction of countries and regions hit by man-made and natural disasters have not included enough representation from those we are trying to help. This arrogance limits us with essential insight. Our forums have always included ministers and ambassadors as well as businesses and nonprofit leaders from countries we are trying to assist.
  • Future reconstruction plans must include the involvement of the private sector. The initial international governmental reconstruction forums on Iraq did not include the private sector, even though we requested representation. The private sector provides on-the-ground implementation of reconstruction programs and therefore must be included in the planning if we are to reap the most efficient and successful use of international aid in the future.
  • Future reconstruction plans must include lessons learned from past reconstruction programs. Even though we had five years worth of expertise from reconstruction of the Balkans from 1996 – 2000, almost no one from that campaign was consulted as Iraq reconstruction plans were designed. Starting from scratch each time we need a response to a man-made or natural disaster is foolish and unnecessary.
In all, 1.5 million Americans served in the Iraq War. The effects on many are long-lasting and potentially devastating. As a country, the U.S. must:
  • Provide veterans not only enough medical treatment for physical scars from the war, but also provide new and effective health and wellness programs for vets and their families. These are essential to effectively combat the psychological impact of the war and keep our military families happy and healthy.
  • Provide veterans with jobs. There is no excuse that in America, any American veteran of the Iraq War is homeless and without hope.
Finally, I’d like to say thank you to the families of U.S. service members and other American government officials who were killed; the families of private reconstruction executives and relief workers who were killed; to all who were wounded while pursuing security, relief, and reconstruction; and to everyone who tried to make Iraq a better place.



WILLIAM LOIRY: HONOR 9/11 VICTIMS BY IMPLEMENTING NEW RECOMMENDATIONS

WASHINGTON - September 11, 2011. The best way to honor those who were killed and injured during the September, 2001 terrorist attacks is to work harder to prevent a repeat of that dark day and to take care of those who take care of us.

Certainly some great progress has been made during the past ten years. The establishment of the U.S. Department of Homeland Security in 2003 coordinated the efforts of many agencies to protect our homeland. Transportation security is much more professional and technologically sophisticated than it used to be. FEMA has made great strides in disaster preparedness and response since the Hurricane Katrina debacle. And the FBI, U.S. Immigration and Customs Enforcement, and our intelligence agencies have identified and stopped potential terrorist and criminal suspects before entering the U.S.

 

More needs to be done.

 

My most urgent recommendations are to treat our first responders with the respect and care they deserve. Why were first responders not invited to the 9/11 ceremonies in New York? Why did it take so long for Congress to pass the 9/11 first responders health care bill? Why are first responders, who are increasingly becoming victims of cancer as a direct result of the toxins they absorbed during the 9/11 attacks, not being taken care of?

 

After listening to more than 1,000 federal, state, and local officials at our homeland security forums, plus the business community, the following are also my long-term recommendations to make our country safer:

 
  • Congress has more than 100 committees and subcommittees involved in security and intelligence oversight. The House and Senate should eliminate duplication by working together through special oversight panels.
  • A coordinated approach within specific homeland security sectors is needed. For example, public health security and bioterrorism response is the mission not only of the Department of Homeland Security, but also of the U.S. Department of Health & Human Services, the Food & Drug Administration, and the Centers for Disease Control. In the rapidly growing sector of cybersecurity, there are separate and distinct cybersecurity programs coordinated not only by the Department of Homeland Security, but also by the FBI, U.S. Army, U.S. Air Force, and U.S. Navy.
  • We need better pre-positioning of disaster response resources around the United States, so that urgent supplies such as food, water, medicine, and shelter reach victims in the critical hours and days following a disaster.
  • Congress needs to ends its failure to allocate the radio spectrum space needed by first responders to avoid the communications problems that cost too many lives at Ground Zero on 9/11.
  • Border security is stalled along the southern border with an increasingly dangerous Mexico following the failure of the multi-billion-dollar Secure Border Initiative. Border security with Canada, other than at airports and check points, is almost non-existent. We need a comprehensive and effective southern and northern border security strategy.
  • We need new technologies to keep up with the continuous threat of explosives on the bodies of potential terrorists as well as explosives in cargo.
  • And we must stop transporting hazardous cargo in or near highly-populated areas.

Perhaps the most overlooked area which could prevent another 9/11-style attack is to mount a major offensive to prevent the desire of those who might wish to harm America and Americans in the first place. We have such an opportunity. From Libya to Syria, thousands of average citizens are risking their lives every day to bring historic democratic change to a region which has previously provided the seeds for violent radicalism. They want our help and we should give it to them in a much bigger way.

 

We should:

 
  • More aggressively aid citizens in those countries which are still ruled by tyrannical dictators.
  • Help build the economies and governance of those countries which have transitioned, notably Tunisia, Egypt, and now Libya.
  • Empower massive people-to-people programs between the United States and the Middle East & North Africa, much as we did to empower the transition of the Soviet Union and Eastern Europe.

We honor those who were killed and injured ten years ago by implementing these recommendations

WILLIAM LOIRY DISPUTES FEINBERG CLAIM THAT THERE ARE NO HEALTH PROBLEMS FROM OIL SPILL

NEW ORLEANS – June 8, 2011. The Gulf Coast Leadership Forum is disputing assertions from Gulf Coast Claims Facility Czar Kenneth Feinberg that Gulf Coast residents are not experiencing medical difficulties from last year’s BP oil spill and the subsequent use of toxic dispersants.
 
On Monday, Feinberg told Louisiana lawmakers that he hasn’t seen any medical linkage of the oil and dispersants and health problems.

“This assertion is nonsense,” said Gulf Coast Leadership Forum Chairman William Loiry. “Medical evidence from Florida to Texas indicates that at least 100,000 Americans are suffering health problems as a result of the oil spill and the toxic dispersants. The number could be much higher. This is a national tragedy which must be addressed openly and truthfully.”

Feinberg was a featured speaker at the Gulf Coast Leadership Summit in April, convened by the Gulf Coast Leadership Forum. The Summit included general sessions on Gulf Coast health and the environment as well as a general session on the concerns of Gulf Coast residents. Numerous Gulf Coast residents spoke about their medical difficulties arising from the oil spill and dispersants and told Feinberg during the Summit’s concluding General Session about their health problems.

Subsequently, the U.S. Department of Health and Human Services has asked the Gulf Coast Leadership Forum to help it provide training to doctors and medical facilities throughout the Gulf Coast to respond to the increasing oil-related medical crisis.

In addition, the Gulf Coast Leadership Forum will be organizing a major conference on the Gulf Coast health crisis and is working with Silicon Valley to develop a database to track individual medical cases related to the oil and dispersants.


LOIRY FAMILY SUFFERS TWO TRAGEDIES IN ONE DAY

SYLACAUGA, ALABAMA AND PANAMA CITY BEACH, FLORIDA - May 28, 2011 - Eleanor Hare, beloved aunt of William Loiry and brother of Dr. David A. Loiry, died today at age 81. She was a life-long resident of Sylacauga, Alabama and the matriarch of a large and loving family, leaving behind 14 grandchildren and step-grandchildren and 18 great-granchildren. She was the daughter of Samuel and Ruth Loiry.

 

Anthony Petracca, 43, was shot to death when he answered the door to his Panama City Beach, Florida home in the early morning hours of May 28, 2011. Arrests have been made in the case. Petracca was the partner of Michelle Bearty, niece of William Loiry, and was the father of little Tony, grand-nephew of William Loiry. Both Michelle and little Tony were at home at the time of the shooting.

"JUSTICE HAS BEEN DONE" IN THE DEMISE OF OSAMA BIN LADEN

WASHINGTON - May 1, 2011 -
Anti-terrorism leader William Loiry applauded the news today from President Barack Obama that “justice has been done” in the demise of the world’s number one terrorist, Osama bin Laden.  

“Osama bin Laden must now confront the souls of the 3,000 people he murdered in 2001 – may God have mercy on his soul” said Loiry. “He was not acting as an agent of Islam – he was a deranged agent of evil, who inflicted momentous pain not only on Christians and Jews but also on Muslims.” 

In 1998, William Loiry and his team organized the first conference on the threat of Osama bin Laden on Americans overseas. Since the terrorist attacks of 9-11, Loiry and his team have brought thousands of leaders together in Washington to focus on solutions to continuing terrorist threats, including Congressional forums and other Washington events on emergency communications, bioterrorism, infrastructure protection, cyberterrorism protection, transportation security, and border security. 

Loiry, Chairman of the United States Leadership Forum and the Homeland Security Leadership Forum added, “The demise of Osama bin Laden does not mean that the terrorist threat to America is over. We must continue to be vigilant. And we must also continue to insist that love triumphs over all evil.”

WILLIAM LOIRY HOSTS THE GULF COAST LEADERSHIP SUMMIT

NEW ORLEANS - April 21, 2011.
William Loiry hosted the Gulf Coast Leadership Summit, held April 18  21, 2011 in New Orleans. The inaugural forum provided an invaluable service to New Orleans and residents of the U.S. Gulf Coast:

     * The Summit brought together hundreds of business, government, nonprofit, and community leaders  to discuss specific strategies to empower a healthy and economically vibrant Gulf Coast.

      * Senator Bob Graham and Members of the National Oil Spill Commission pushed for implementation of regulations which would help prevent another oil spill disaster.

      * Ken Feinberg promised nonprofit organizations that he would look into reimbursing them for services rendered to Gulf Coast residents affected by the oil spill.

      * Senator Mary Landrieu promised Gulf Coast residents that she would make their oil spill-related health concerns a major priority.

      * And Senator Landrieu used the Summit's Concluding General Session to announce BP's $1 billion contribution for Gulf Coast coastal recovery.

More than 700 leaders and residents participated in the various events of the Summit, which included numerous general sessions, a town hall meeting, press conferences and interviews, networking events, receptions, and a solutions expo.

Dozens of speakers made powerful presentations on a wide range of Gulf Coast topics, including pending oil spill regulations, the impact of the oil spill on communities, speeding the oil spill compensation process, health perspectives, environmental and coastal restoration, clean energy, and economic development. Speakers included Senator Bob Graham, Co-Chairman of the National Oil Spill Commission; U.S. Senator Mary Landrieu; U.S. Rep. Cedric Richmond; U.S. Rep. Steve Scalise; Gulf Coast Claims Facility Administrator Kenneth Feinberg; attorney Daniel E. Becnel, Jr.; Louisiana State Senator A.G. Crowe; Plaquemines Parish President Billy Nungesser; Jefferson Parish President John Young; Orange Beach, Alabama Mayor Tony Kennon; Escambia County, Florida Commissioner Grover Robinson; Entergy CEO Charles Rice; Alabama Coastal Recovery Commission Chairman Ricky Mathews; Gulf Restoration Network Executive Director Cynthia Sarthou; LSU School of Pubic Health Dean Elizabeth Fontham; and dozens of other leaders.

Local, regional, national, and international media coverage of the Summit was substantial.

Loiry subsequently received a letter of commendation from Senator Bob Graham, who wrote, "If the purpose of the Gulf Coast Leadership Summit was to be the premier event of the first anniversary of the Macondo tragedy, then you have exceeded your aspirations. It was attended by the people most involved, focused their attention on not just the event itself, but what steps are needed to mitigate a repetition, and was engaging for all. Congratulations."

WILLIAM LOIRY BRINGS TOGETHER 1,200 LEADERS IN 2010

U.S. GULF COAST - December 31, 2010.
Throughout 2010, William Loiry continued his leadership as a facilitator of solutions to our critical problems, bringing together more than 1,200 leaders in the areas of homeland security, clean technology, and disaster response.

Responding to the growing international and domestic threat of new terrorism, hundreds of government and business leaders were invited to Capitol Hill to be briefed by senior Members of Congress on new homeland security legislation; to get the details on the latest program initiatives by top DHS leaders; to examine the latest business solutions for homeland security, ranging from aviation scanners to border security surveillance; and to honor the Department of Homeland Security. Speakers included House Homeland Security Vice Chair Loretta Sanchez, Coast Guard Commandant Thad Allen, and senior officials with Customs & Border Protection.

Responding to the continuing need to increase renewable energy and decrease the pollution of our environment, hundreds of government and business leaders were invited to Capitol Hill to be briefed by senior Members of Congress on new clean energy legislation and to engage in a roundtable discussion on empowering the best clean energy strategies moving forward. Speakers included senior Members of the House Select Committee on Energy Independence and Global Warming and senior officials with the U.S. Department of Energy.

Responding to the worst oil disaster in American history, William Loiry and his team identified non-toxic dispersant alternatives and convened hundreds of government, business, and nonprofit leaders in a series of oil spill disaster response conferences along the U.S. Gulf Coast. Speakers included U.S. Senator David Vitter, top BP executives, senior EPA officials, local officials, health and environmental experts, and business leaders with oil spill containment solutions.

On the international front, William Loiry increased his work to improve the conditions in Haiti, laid flowers at the Presidential Palace in Warsaw to honor the President of Poland who died in a plane crash, and continued his lifelong quest to improve American-Russian relations.

On the personal front, Loiry visited his 53rd country, dropped ten pounds in a new health campaign, and saw his first NASCAR race.

The leadership of Equity International has helped thousands overseas affected by wars and natural disasters, including Bosnia, Croatia, Kosovo, Serbia, Turkey, South Asia, China, Central America, Venezuela, and the Caribbean.

 

Thousands more were helped by Equity International’s efforts in Louisiana, Mississippi, Florida, and Texas, following Hurricanes Katrina and Rita and other storms.

 

Following the difficult transition from Communism to democracy and capitalism, Equity International was there when it counted: helping to establish stock markets in Romania, banking systems in Hungary and Bulgaria, and facilitating post-war economic reconstruction in Southeastern Europe.

PRESIDENT CLINTON HONORS THE LIFE OF DR. DAVID A. LOIRY IN LETTER TO WILLIAM LOIRY

NEW YORK - October 7, 2009.
Dear Bill:  Hillary and I were sorry to hear of your father's death. Our hearts go out to you and your loved ones during this difficult time.

As you mourn this great loss, I hope that you take comfort in the fond memories of your father. He was a remarkable man, and you should be proud of the CGI Commitment to Action you made in his name. This good work will not only help to improve the world; it will continue Dr. Loiry's legacy and serve as a lasting tribute to the rich life he led.

PATRIARCH OF THE LOIRY FAMILY DIES

LYNN HAVEN, FLORIDA - September 24, 2009.
Dr. David Alan Loiry, 80, died Wednesday, September 24, 2009 in Panama City, Fla. He had resided in Lynn Haven, Fla. since 1988. His family includes his son, William Loiry, his daughter, Jeanette Loiry; three grandchildren, Andrea, Brett, and Michelle; four great-grandchildren, Evan, Amaya, Kaylee, and Tony; and his sister, Eleanor Hare.

His family remembers him as a magnificent life force, who raised a loving family, helped thousands of people through his psychology practice, and helped further improve the world by supporting his son’s work in relations with the former Soviet Union and Eastern Europe, worldwide disaster response, U.S. homeland security, and clean energy. His continuing legacy will include emotional and physical wellness strategies as well as a Clinton Global Initiative commitment to facilitate understanding between the world’s religions.

His life philosophy was: “We are all here on Earth to learn and to love each other.” He was an extraordinary empathetic friend to all. “What do you have to do to be worthwhile?”, he would ask. “Absolutely nothing. All of us are already worthwhile.”

David Loiry was born October 31, 1928 in Chillicothe, Ohio – the state’s original capital city. He considered Sylacauga, Alabama his home because he graduated from high school there. One of his friends also attending Sylacauga High School was Jimmy Neighbors, who later became famous as a renowned singer and as an actor on the television series, “Gomer Pyle USMC”.

In 1946, David enlisted in the old Army Air Corps. Shortly thereafter, the Army Air Corps became the United States Air Force, of which David became a charter member. He then served in the World War II occupation of Japan. Later, David served a second tour of duty in the Air Force as an officer.

David received his Bachelor’s Degree from Auburn University in 1953, his Master’s Degree from George Washington University in 1959, and his doctorate in clinical psychology from the University of Alabama in 1969.

In 1956, when David was working as an insurance adjuster in Washington, DC, he went to a social event one Sunday evening at the National Presbyterian Church. There he met a beautiful young woman named Carol Bender. The following Sunday, David proposed to Carol on the banks of the Potomac River (she said “yes”). Carol Loiry was the love of his life for 51 years.

David Loiry has been a distinguished leader in the fields of psychology, mental health, personal growth, and wellness for many decades. In Decatur, Alabama, he was the Executive Director of a four-county mental health center, during which time he was twice elected as the President of the Alabama Council of Mental Health Center Directors. He later became Director of the mental health center in Sarasota, Florida, and Clinical Director of the old Rivendell Psychiatric Hospital. He was appointed by Florida Governor Bob Graham to the Florida Board of Psychological Examiners and was elected President of the Florida Psychological Association. For many years, David and his wife Carol conducted numerous personal growth workshops. And in 1982, they published a personal growth book, A Time To Live.

David was deeply spiritual, was very involved in First United Methodist Church, and loved the Asbury Class.

All his friends are invited to David Loiry’s Life Celebration, scheduled for 2:00 p.m. on Sunday, September 27, 2009 at First United Methodist Church in Panama City. Reverend David Warren will be leading the Celebration. In lieu of flowers, the family requests donations be made to First United Methodist Church for the food pantry, to help feed the homeless.


WILLIAM LOIRY REMEMBERS SENATOR TED KENNEDY

LYNN HAVEN, FLORIDA - August 29, 2009. Statement from William Loiry on the burial of Senator Ted Kennedy at Arlington National Cemetery:

"Several years ago, at the National Press Club in Washington, I had the honor of talking with Senator Kennedy before his keynote luncheon speech. He thanked me for my work for the Robert F. Kennedy Memorial. His smile was infectious, his eyes knowing, his words gracious. And then he gave an oration unmatched by any other national leader.

Senator Kennedy embodied the best of America. He brought people together to solve our nation's most critical problems. He inspired millions to make a difference. He recognized his shortcomings, and made amends. He asked for God's guidance, and shared God's gifts. And above all, he made family his top priority.

I agree with Senator Kennedy's son Ted, Jr., who said the best way to honor Senator Kennedy is to continue his important work. The work goes on, the cause endures, the hope still lives, and the dream shall never die."


THE LOIRY FAMILY SEEKS PRAYERS FOR DR. DAVID A. LOIRY

LYNN HAVEN, FLORIDA - August 16, 2009. The Loiry Family seeks prayers and support for the recovery of the patriarch of the Loiry Family - Dr. David A. Loiry.

Dr. Loiry's son - William Loiry - returned from Washington to Florida in mid-May to care for his father, who has severe medical and health challenges and was near death. Since that time, William has accompanied his father to eight hospital emergency room visits and countless medical appointments and procedures. Dr. Loiry's most challenging issue is 90% blockage of both main heart arteries, compounded by a condition which has been destroying his blood platelets. His family is optimistic that new experimental medicine and a forthcoming heart procedure will be successful.

The Loiry Family thanks all who are praying for Dr. Loiry and supporting the family during this critical time.
